Investing in Our Infrastructure

Our community has long maintained an extensive stormwater and flood control system—including thousands of catch basins, drainage pipes, culverts, pump stations, and levees—that protects our homes, businesses, and natural resources.

However, we are facing growing challenges from aging infrastructure and increased flooding caused by more frequent, intense storms. Additionally, the Town must comply with increasingly stringent federal and state environmental mandates to improve local water quality.

Unlike our water and sewer systems, stormwater currently has no dedicated revenue source for maintenance and repairs.

The Proposal: A Stormwater & Flood Control Utility

To address this, we are proposing the establishment of a Stormwater and Flood Control Utility.Similar to how water and sewer utilities operate, this would create a stable, dedicated funding source used solely for the operation, upkeep, and long-term improvement of our flood protection and drainage systems.

  • Equity: The utility structure ensures costs are distributed fairly based on property type, and includes provisions for fee credits if private property owners implement their own stormwater management practices.
  • Fiscal Responsibility: A dedicated utility reduces the burden on the General Fund and allows the Town to leverage bonding and grant opportunities for major capital improvements
