Rogers Avenue Water Storage Tank Bypass Provisions

This project will address the issues related to isolating and draining the Rogers Avenue Water Storage Tank.

When the Town began to empty the Rogers Avenue Water Storage Tank during the summer of 2015 for a painting project, it was discovered that several isolation valves were leaking, causing difficulties in keeping the tank empty. Additionally, using the existing valves for isolation of the tank tends to cause excessive pressure fluctuation in the surrounding water service area. The Town also has no way to discreetly dispose of the water in the storage tank when maintenance or inspections are needed. This project also involves incorporating provisions for the 24” transmission main in order to supply local distribution piping more efficiently during tank isolation.

Anticipated components of the work will include:

  • Provide valves and bypass piping between 12” and 24” mains upstream and downstream of the tank

  • Connect the two dead end water mains on Wellfleet Drive and Great Plains Road

  • Remove existing concrete plug/section of pipe from the 24” water main off of Great Plains Road and provide a mechanical cap for water main abandonment

  • Provide a location for water drained from the tank to discreetly enter either the storm drain or sanitary sewer system

  • Relocate existing or provide a new fire hydrant on Toccoa inside the fenced area of the water storage tank

  • Modify site piping adjacent to the water storage tank as follows:

    • Interconnect the 8” cast iron and 24” cast iron pipes

    • Relocate valving to ensure isolation can be obtained for maintenance purposes

    • Eliminate the connection between the 24” cast iron and 18” cast iron pipes 

    • Repair/replace inoperable valves adjacent to the water storage tank 

  • Interconnect the 6” cast iron and 8” cast iron pipes on Dewey Street

  • Cut and provide a mechanical cap for water main abandonment of the 24” water main on Dewer (pipe that runs from old reservoir on Bear Hole)

  • Verify all houses on Brookside Drive were tied over to the new 8” water main installed via physical exploration during construction

The estimated timeline for the project is as follows:

  • Authorization to Proceed → Assumed September 10, 2025

  • Preliminary Design → September 2025 through November 2025

  • Final Design/Bidding Documents → December 2025 through January 2026

  • Anticipated Bidding → February 2026

  • Anticipated Construction → Spring 2026
